LONDON (Reuters) - Tom Crone, a former senior legal executive at Rupert Murdoch's British newspaper business, has been arrested by police investigating allegations of phone-hacking by journalists, media reported on Thursday.
London police confirmed they had arrested a 60-year-old man at his home in southwest London on suspicion of conspiring to intercept communications, but declined to name him.
However Crone, the former legal chief of Murdoch's News of the World tabloid on which the police inquiry is centered, was the arrested man, according to Sky News, part of Murdoch's News Corp group, and other media outlets.
There was no answer from Crone's mobile phone when Reuters tried to contact him.
Eight senior figures at the now-defunct News of the World have been charged with conspiring to hack phones, including former editor and Prime Minister David Cameron's ex-media chief Andy Coulson and Rebekah Brooks, who oversaw Murdoch's British newspaper arm News International.
The scandal has not only rocked News Corp, it has put the notoriously aggressive British press under the spotlight and embarrassed senior politicians, including Cameron, over their often cozy ties with the Australian-born businessman.
Crone resigned from his post in July last year at the height of public anger over revelations journalists from the News of the World Sunday tabloid had hacked the phones of people ranging from celebrities and politicians to victims of crime.
He subsequently fell out with Murdoch and his son James, then News International chairman, accusing James of giving false information to a parliamentary committee about an email in 2008 which indicated that hacking was widespread on the tabloid.
James Murdoch has denied knowing about the full scale of the problem until it became apparent last year and said Crone himself had misled lawmakers.

At a public inquiry into Britain's newspaper industry ordered by Cameron in the wake of the outcry over phone-hacking, Rupert Murdoch blamed a culture of cover-up on Crone, an allegation the lawyer described as a "shameful lie".
Detectives have now arrested 25 people as part of the phone-hacking probe, and have held more than 50 others in related inquiries into illegal payments to public officials and the hacking of computers.
On Wednesday, detectives arrested a 28-year-old former Times journalist over suspected offences under the Computer Misuse Act over hacking that led to the identification of an anonymous blogger in 2009.
Patrick Foster, former media correspondent at the Murdoch's newspaper, wrote a story exposing a police officer as the author of a popular blog, information which the paper's editor admitted had resulted from the hacking of the blogger's email account.
The arrests come as senior judge Justice Brian Leveson prepares to deliver the findings from his 10-month inquiry into press ethics after hearing evidence from hundreds of witnesses including many who condemned papers' tactics and behavior.
One newspaper editor said Leveson had sent a letter to major newspaper groups giving them advance warning of possible criticism in his final report, calling it a "damning indictment" of the industry.
"The best way I can describe it is that he's loading a gun, and this document, well over 100 pages, is all the ammunition," Chris Blackhurst, editor of the Independent, told BBC radio, adding he was worried about the inquiry's outcome.
"Believe you me there is plenty of ammunition - you read it and you just gulp."
MANILA ? Vice President Jejomar Binay wrote the Commission on Higher Education (Ched) on Tuesday asking it to investigate reports of students of hospitality courses who are given training allowance but are being made to work full time abroad. ScienceDaily (Aug. 28, 2012) ? Researchers at RTI International have developed a new solar technology that could make solar energy more affordable, and thus speed-up its market adoption.
The RTI solar cells are formed from solutions of semiconductor particles, known as colloidal quantum dots, and can have a power conversion efficiency that is competitive to traditional cells at a fraction of the cost.
Solar energy has the potential to be a renewable, carbon-neutral source of electricity but the high cost of photovoltaics -- the devices that convert sunlight into electricity -- has slowed widespread adoption of this resource.
The RTI-developed solar cells were created using low-cost materials and processing techniques that reduce the primary costs of photovoltaic production, including materials, capital infrastructure and energy associated with manufacturing.
Preliminary analysis of the material costs of the technology show that it can be produced for less than $20 per square meter -- as much as 75 percent less than traditional solar cells.
"Solar energy currently represents less than 1 percent of percent of the global energy supply, and substantial reductions in material and production costs of photovoltaics are necessary to increase the use of solar power," said Ethan Klem, a research scientist at RTI and co-principal investigator of the project. "This technology addresses each of the major cost drivers of photovoltaics and could go a long way in helping achieve that goal."
The technology was recently featured in a paper published in Applied Physics Letters.
In demonstration tests, the cells consistently provided a power conversion efficiency more than 5 percent, which is comparable to other emerging photovoltaic technologies.
"The efficiency of these devices is primarily limited by the amount of sunlight that is absorbed," said Jay Lewis, a senior research scientist at RTI and the project's other principal investigator. "There are many well-known techniques to enhance absorption, which suggests that the performance can increase substantially."
The cells, which are composed of lightweight, flexible layers, have the potential to be manufactured using high volume roll-to-roll processing and inexpensive coating processes, which reduces capital costs and increases production. Unlike traditional solar cells, the RTI-developed cells can be processed at room temperature, further reducing input energy requirements and cost.
In addition to being low-cost, the new cells have several other key benefits, including higher infrared sensitivity, which allows the cells to utilize more of the available solar spectrum for power generation.

The highly anticipated online fantasy game "Guild Wars 2" officially opened its doors today and already hundreds of thousands of players have flocked to the game.
Not surprisingly, gamers?and the game's developers at AreneaNet have hit a few bumps along the way?as hordes of players?have tried to sign in?to the massively multiplayer online role-playing game.?
Some players are?reporting problems connecting to the game while others are having issues creating characters in?the game, which takes place in the virtual, magic-filled?world of Tyria.?Meanwhile the developers at ArenaNet say they've already?had to suspend some "Guild Wars 2"?players for offensive and hateful behavior.
As they launched the game Tuesday,?ArenaNet officials announced that one million people?had already?played "Guild Wars 2" from Saturday through Monday?during a?three-day headstart program that launched over the weekend. Those who pre-ordered "Guild Wars 2"?were allowed to start on?Saturday. And ArenaNet reps say?that,?at one point,? 400,000 people were playing the game at one time.?
In fact, one French player?managed to get his character to the game's top level (level 80) in a record-breaking 32 hours of playtime.
But some players?on Tuesday reported having trouble logging into the game.?The official @GuildWars2 Twitter account acknowledged the issues?tweeting: "We're aware of the login issues and are working on them???thanks for your patience!"
ArenaNet also assured European?players that they are aware of connectivity issues there and tweeted, "We are currently pushing updates to fix bugs or issues that are affecting gameplay." And in the afternoon they?added, "For those of you having problems with lag or character creation, we're looking into it. Thanks for letting us know!"??
Meanwhile,?players have reported issues with the "Guild Wars 2" overflow server system, which is?designed to allow people?to keep playing when their own server is overloaded. And the "Guild Wars 2" Trading Post ?-- a system that allows players to trade items between?each other -- is offline.
ArenaNet issued the following explanation:
We currently have a couple serious bugs with one of our important back end systems. This error is causing the loss of trading post, players to sometimes be separated and unable to travel to each other when switching maps and entering overflow servers, and numerous guild errors. We are very sorry for this inconvenience and are currently working around the clock to try and remedy this error.
When this bug is fixed overflow servers will keep parties together and players will be able to travel to the same overflow server as any friend or guild member who is in an overflow.
Also offline: The official "Guild Wars 2" forums. When asked about it,?ArenaNet tweeted that, "at present our main focus is getting players in game."
With hundreds of thousands of players trying to jump into?a brand new online?game, these kinds of issues?are not out of the ordinary. When "Diablo 3" arrived?earlier this year, Blizzard ended up?apologizing to the many?gamers?who?encountered?servers so?overwhelmed by the launch-day crush the game was unplayable. And when BioWare launched "Star Wars: The Old Republic" servers quickly became over?crowded?and?many?players found themselves stuck in waiting rooms.
But the kinks and bugs associated with a new online game aren't the only issues facing the?"Guild Wars 2" creators and players.
Some players have found themselves suspended from the game for giving their characters offensive names and for using offensive and racist language while chatting in the game. It has become such a hotly discussed topic, the folks at ArenaNet took to Reddit to explain why they have?banned players?and to?offer examples of exactly the kind of names and language that can't be used.
They wrote:
To keep Guild Wars 2 a pleasant place to be, we take action against racist names, hate speech, and other unacceptable behavior. We have suspended some accounts involved in the use of offensive character names or inappropriate chat. The number of account blocks is miniscule: less than .001% of our total player base.
When an account is blocked for a chat offense, the account is given a three-day suspension. When an account is blocked for an offensive name, the player is required to rename the character name and, in most cases, the account is also given a three-day suspension.
In the lively Reddit discussion, ArenaNet went through some of the names and comments that earned a ban. Most are not appropriate for me to print here, but,?for example,?ArneaNet officials explained?it's not ok to say the following:
"Oh I am gonna break dance on your anal intercorse" (sic)
"shut the f(bleep) up with non-english, geez"
"the worm IS f(bleep)ing hard if you're a f(bleep)ing mentalpatient no we f(bleep)ing dont you can take a keep with 5 people if you're not a f(bleep)ing?(bleep)head"
Also, ArenaNet officials advise, "Save yourself a possible headache and avoid real-world and celebrity names." And no, you can not use the names?"Stop It Daddy Ahhhh" or "Adolf Critler."?In case you were wondering.
Though the game has now launched, the folks at ArenaNet say their work has only just begun.
As Mike O'Brien, president and co-founder of ArenaNet, said in a statement: "Now our focus is shifting to building on this living world we've delivered, continuously refining our game and improving services to ensure our players have the best possible experience."?

Republicans and Democrats say they have the answer to the US debt problem, but economists increasingly say the peril to the economy is so severe that bipartisan compromise is the best solution.

With America's two major political parties holding their national conventions this week and next, the challenge of a debt-laden economy is an uninvited guest at the festivities ? an issue that will continue to weigh on voters after the carefully orchestrated speeches and balloon drops are over.

Each side knows the struggling economy is voters' top concern. And each says it has answers.
But for the US and other advanced nations, the problem is a particularly thorny one: How to restore growth while also tackling high and rising levels of government debt. Some economists and business leaders say the debt overhang is already acting as a brake on economic growth, and that a fix may be beyond the reach of either party on its own.
The head of the New York Stock Exchange this week cast chronic federal deficits, coupled with unease about the scheduled expiration of Bush-era tax cuts at year?s end, as "substantive enough to have people at an all-time low in terms of investor confidence."
"People in Washington, both Democrat and Republican, need to comprehend the seriousness of this issue," NYSE chief executive Duncan Niederauer said in an interview with The Wall Street Journal. Mr. Niederauer has joined with other CEOs and former elected officials in a new "Campaign to Fix the Debt," aimed at pressuring both parties to address the issue.
Niederauer's words, and the "fix the debt" campaign, coincide with research by economists suggesting that proper handling of the debt issue may be pivotal to reviving jobs and growth.
The risks are two-fold. First, if politicians take no action to address long-term deficits, rising debt levels could keep the economy in a long-term funk with meager job creation and government spending that grows faster than GDP. The second issue is shorter term: If politicians take no action to cushion against the "fiscal cliff" of scheduled tax hikes, the resulting decline in consumer demand would likely push the nation into recession next year.
Some worrying signs: The pace of growth in gross domestic product (GDP) cooled to an annual rate of just 1.5 percent in the year's second quarter, and on Tuesday the most widely watched gauge of consumer confidence posted a sizable drop for August. Despite an economy that's nominally expanding, the consumer mood is significantly more sour than it was in the 2001 recession and its aftermath.
Without a strategy to fix federal deficits and control the nation's debt, a period of sub-par economic performance could last for years, according to recent analysis by Hoisington Investment Management Co. in Austin, Texas.
"Debilitating effects ... arise from taking on debt that either does not increase the future income stream, or even reduces the flow of income," write authors Van Hoisington and Lacy Hunt.
They cite three academic studies in the past two years, all spanning multiple nations, that have found high debt is harmful to economic growth.
The Bank for International Settlements, based in Switzerland, reached similar conclusions last year.
"Countries with high debt [at or near 85 percent of one year's GDP] must act quickly and decisively to address their fiscal problems," concluded the report by the bank's economic adviser, Stephen Cecchetti, and co-authors.
The economists concluded that other types of debt ? corporate and household ? become a drag on growth when they reach similar levels.
Where does the US stand?
A report earlier this year by the McKinsey Global Institute put government debt at 80 percent of GDP (and rising), household debt at 87 percent of GDP (and falling), and corporate debt a little over 70 percent of GDP (and falling).
Both President Obama and his Republican challenger for the White House, Mitt Romney, have talked about the importance of taming deficits and the debt. Where Mr. Obama emphasizes a call for the rich to pay more in taxes, coupled with spending cuts, Mr. Romney argues generally that taxes shouldn't go up for anyone. Thus, his approach would rely on deeper cuts in federal spending.
Many economists say that in theory, either approach could help improve America's fiscal position. In practice, however, Washington has had a poor track record on fiscal discipline in recent years. Some forecasters worry that Democrats would leave government spending?too large, hindering growth, while Republicans might do the same or deepen deficits through tax breaks that outstrip spending cuts.
A more realistic approach, many budget experts argue, would be a bipartisan compromise that involves both big spending cuts and more tax revenue ? set in the context of reform that simplifies the US tax code to make it less burdensome on the economy.
That's the approach that many members of Obama's bipartisan fiscal commission ? including chairmen Erskine Bowles (D) and Alan Simpson (R) ? pushed for.
Professional economists appear to favor a similar approach, according to a March survey by the National Association for Business Economics. Some 39 percent said the ideal way to reduce the deficit is with a roughly equal mix of tax hikes and spending cuts, while another 39 percent favored "mostly with spending cuts," which implies at least some new tax revenue.
A few respondents (11 percent) said "only with spending cuts," and a few (10 percent) said "mostly with tax increases."
Twitter just filed its appeal against a New York court decision requiring the company to turn over tweets and account information for Occupy Wall Street protester Malcolm Harris, who is being prosecuted for allegations of disorderly conduct. According to Twitter's brief, the New York County District Attorney's office subpoenaed Twitter earlier this year for information related to two of Harris' accounts, @destructuremal and @getsworse. The requests came at different times for the two accounts, and cover slightly different information, but in the case of @getsworse, they include all public tweets, as well as "[t]he following subscriber information: name; address; records of?session times and durations; length of service (including creation date); types of?service utilized; telephone or instrument number or any other subscriber number or?identity, including any temporarily assigned network address.?

The mission of Hypatia remains steadfast today: to bring together first-year women engineering students in a residential environment designed to provide encouragement and support in pursuing engineering degrees.
Essentially, the program was comprised of students helping their peers as they pursued their aspirations to become engineers.
By its third year, Hypatia enrolled 52 women on the fourth floor of the wing of Slusher Residence Hall. And its retention numbers were impressive. Of the first three classes in Hypatia, 90 percent were still pursuing an engineering degree, 17.5 percent more than among the females who had started in engineering but had not become members of Hypatia.
Last year, a record number of female students applied 105 out of the 300 females admitted into engineering.
The name Hypatia was selected because she was a Greek philosopher historically recognized as the first notable woman in the field of mathematics, and the head of the Platoist school at Alexandria around 400 AD.
As the initial successes of the Hypatia learning community mounted, Bevlee Watford, http://www.eng.vt.edu/users/deuce the associate dean for academic affairs for the College of Engineering, http://www.eng.vt.edu/ proposed creating Galileo in 2004 as a male counterpart to Hypatia. Watford's goal was to enroll some 200 young men in Galileo, and like the Hypatians, they would be clustered in their math, chemistry, chemistry lab, and engineering explorations courses.
The program was called Galileo because as a 17th century intellect, he is called the father of science and the father of modern physics.
Each year, the young male engineering students enroll in the Galileo Seminar, a two-credit course that addresses skill development, exploration of engineering professions, and engineering activities. It was also based on the Hypatia Seminar, except the course for the females included the exploration of issues surrounding women's roles in a predominantly male field.
In the fall of 2005, 162 freshman male engineering students were members of Galileo. After the first five years of the Galileo program, the retention/graduation rate for participants was 85 percent. The control group was at 78 percent.
The College of Engineering's goal of having the two learning communities act as both recruiting and retention programs was realized. About six years ago, a number of the participating mentors, the second-year students, decided they wanted to have an impact on how the program evolved, said Susan Arnold-Christian, http://www.eng.vt.edu/personnel/susanac assistant director of the diversity center and in charge of the combined Hypatia/Galileo program, called Galipatia.
These students wanted to be more than mentors, and a few met with Watford to determine what, if any, role they might have. As a result of the discussions, the third-year students who wished to remain became the Student Leadership Team of the program. They took control of the four committees: social, academic and professional development, community service, and announcements.
The program had started on a shoestring budget, with students volunteering to help other students. Now, Arnold-Christian said, it operates on about $40,000 a year. The money is used mostly to train and pay a nominal fee to mentors, and to provide community-activity funding, such as transportation to community service projects.
In 2010, Watford collaborated with her counterpart, Jill Sible, http://www.science.vt.edu/people/staff/bio-sible.html of Virginia Tech's College of Science, http://www.science.vt.edu/people/index.html to submit a proposal to the National Science Foundation (NSF) for almost $2 million to increase science, technology, engineering, and mathematics (STEM) graduates in the physical and quantitative sciences at Tech. NSF approved the proposal, and the College of Science has added the Curie Learning Community for both men and women. "inVenTs is a concept of innovation and invention," said Arnold-Christian. "Two spaces in Lee Residence Hall are being renovated into laboratory and classroom space equipped with technology so that the science and engineering students can work together on pieces of undergraduate research."
"This type of learning community may be unique to Virginia Tech," Arnold-Christian added. The almost $2 million grant over five years gives the students a small part of the "pot of gold" to further develop programs to meet the goals of the inVenTs community, Arnold-Christian said.
Lauren Gibboney is one of these students. She is a computer science major from Chesapeake, Va, the 2011-12 president of the Society of Women Engineers, spent her third year as a member of the Hypatia Leadership Team, and returned in the fall of 2012 as a member of the inVenTs Leadership Team, again breaking ground in how the learning communities at Virginia Tech are evolving to include more students in increasingly enhanced environments.
Gibboney started as a Hypatia member, and became a mentor her sophomore year. "My mentor group was really close, and it was good to help get them acclimated to college. Although I told them that reading and studying were very important, I stressed that breaks were equally important," Gibboney said. "Students came with both academic and nonacademic problems. Some things pertained more to professional development."
"Long-term, and in a perfect world, our goal would be to have Hypatia the same size as Galileo," Arnold-Christian added. "Our hopes are to achieve a more diverse community."
Ed Mitchell, also a computer science major who hails from Virginia Beach, returned in fall of 2012 as a member of the Galipatia Leadership team, overseeing the mentors of the Galileo and Hypatia programs.
Mitchell had spent both semesters of his sophomore year on the Galileo academic committee, helping students with review sessions for tests, and offering office hours where anyone could come in to get extra help. He also was part of the leadership team that participated in the process of selecting next year's mentors. "This was the first time we were part of the process. And his team has now met with this coming year's team, trying to grow the communication," he said.

"inVenTs is a concept of innovation and invention," said Arnold-Christian. "Two spaces in Lee Residence Hall are being renovated into laboratory and classroom space equipped with technology so that the science and engineering students can work together on pieces of undergraduate research."
"This type of learning community may be unique to Virginia Tech," Arnold-Christian added. The almost $2 million grant over five years gives the students a small part of the "pot of gold" to further develop programs to meet the goals of the inVenTs community, Arnold-Christian said.
Lauren Gibboney is one of these students. She is a computer science major from Chesapeake, Va, the 2011-12 president of the Society of Women Engineers, spent her third year as a member of the Hypatia Leadership Team, and returned in the fall of 2012 as a member of the inVenTs Leadership Team, again breaking ground in how the learning communities at Virginia Tech are evolving to include more students in increasingly enhanced environments.
Gibboney started as a Hypatia member, and became a mentor her sophomore year. "My mentor group was really close, and it was good to help get them acclimated to college. Although I told them that reading and studying were very important, I stressed that breaks were equally important," Gibboney said. "Students came with both academic and nonacademic problems. Some things pertained more to professional development."
"Long-term, and in a perfect world, our goal would be to have Hypatia the same size as Galileo," Arnold-Christian added. "Our hopes are to achieve a more diverse community."
Ed Mitchell, also a computer science major who hails from Virginia Beach, returned in fall of 2012 as a member of the Galipatia Leadership team, overseeing the mentors of the Galileo and Hypatia programs.
Mitchell had spent both semesters of his sophomore year on the Galileo academic committee, helping students with review sessions for tests, and offering office hours where anyone could come in to get extra help. He also was part of the leadership team that participated in the process of selecting next year's mentors. "This was the first time we were part of the process. And his team has now met with this coming year's team, trying to grow the communication," he said.
