Fabio Pezzotti, one of Italy's more successful Internet entrepreneurs and angel investors, also participated in the round. Terms of the investment were not disclosed. The deal is significant since it's the first investment by Point Nine in a startup in Italy, a market traditional vastly under-served by risk capital. Outside of traditional e-commerce style businesses, there remains very few Italian startups compared to the rest of Europe's major countries.

Analysis: N.Korea's missile-maker seen in key role in new regime (Reuters)

SINGAPORE (Reuters) ? During the funeral ceremonies for North Korean leader Kim Jong-il this week, the man in charge of the isolated state's missile program and possibly its nuclear plans, paid a quiet visit to the mausoleum where the body lay in state.

Little is known about elderly and silver-haired Ju Kyu-chang, but he appears to be a key member of the North Korean team developing nuclear weapons.

The European Union has named the 73-year-old, who is believed to have trained as a metal alloy specialist and studied in Russia, as one of the individual North Koreans to attract sanctions slapped on the rogue communist state.

He was given two important posts in the regime in recent years, which analysts say were part of Kim Jong-il's moves after he suffered a stroke to set a succession plan in place and ensure safe custody of the nuclear weapons.

"I would equate Ju with General Leslie Groves, who headed the U.S. Manhattan Project that produced atomic bombs during World War Two," said Larry Niksch, who has tracked North Korea for the non-partisan U.S. Congressional Research Service for 43 years.

"Ju runs the day-to-day programs to develop missiles and probably nuclear weapons."

Ju was ranked 20th on the list of the national funeral committee for Kim Jong-il, an indicator of his stature. Just above him in 19th position was Jang Song-thaek, the uncle of new leader Kim Jong-un and the man seen as the power behind the throne.

According to the European Union, Ju had oversight of the two tests of North Korea's intermediate-range Taepodong-2 ballistic missiles in 2006 and 2009. Less is known about his connection to the development of nuclear weapons.

But the International Crisis Group (ICG) said in a 2009 report on North Korea that Ju "is believed to be in charge of the nuclear weapons development program."

It said Ju's 2009 promotion to the National Defense Commission (NDC), the supreme leadership council, was probably linked to a move to put him in charge of an independent entity with custody of North Korea's nuclear bombs when they were developed.

Daniel Pinkston, one of the authors of the ICG report, told Reuters there was no information on whether the new "command and control" body for nuclear weapons had been set up.

But he said of Ju: "He is close to the regime leadership because of his political loyalty to the Kim family and the party, in addition to his technical expertise regarding the SLV (space launch vehicle) and satellite programs and the nuclear weapons program."

MACHINE-BUILDING

Officially, Ju is director of the oddly named Korean Workers' Party Machine-Building Industry Department, which he has been associated with since the 1960s. But his power stems from the NDC post and also his being named to the Workers' Party Central Military Commission in 2010.

He accompanied Kim Jong-il on a trip to Russia, according to media reports.

"Ju is in charge of managing the North's ballistic missiles," said Cho Min, at the Korea Institute for National Unification in Seoul.

"Some people think he may be involved in the North's nuclear programs, but I am less confident about that. But on the other hand, ballistic missiles and nuclear weapons are inseparable."

Analysts say Kim Jong-un will be in no hurry to make any changes and that Ju should remain in place for some time.

"The fact that he is still there means his father (Kim Jong-il) gave him the seal of approval as others considered threats or not loyal enough were replaced or retired over the past year or two," said Ralph Cossa, president of the U.S. think tank Pacific Forum CSIS.

"Not sure where he fits in the pecking order but he is clearly among the top rung."

But Ju is likely to have not much more than a bit part in any decision on the actual deployment of missiles or nuclear weapons.

Kim Jong-un and the close coterie around him, including his uncle Jang, aunt Kim Kyong-hui and military chief Ri Yong-ho, are likely to call the shots.

Kim Jong-un has already been named the supreme commander of the military, and "should have ultimate command and control of the nuclear arsenal," said the ICG's Pinkston. "I believe that is the case."

The unpredictable state, which threatened on Friday to turn arch rival South Korea into "a sea of revengeful fire," has rattled the region with two nuclear tests in the past five years and its missile program.

It is believed to have about 700 short-range Scud-type missiles and about 320 medium-range Nodongs. It is said to have amassed enough plutonium for about half a dozen bombs but is now believed to be working on producing highly enriched uranium, the other kind of fissile material used in nuclear bombs.

Niksch, the U.S. expert, says the North probably would need as little as one to two years to miniaturize and mount a nuclear warhead atop its medium-range Nodong missile once it has produced enough highly enriched uranium.

Rick Santorum is in third place in Iowa, new CNN poll says (The Ticket)

DUBUQUE, Iowa -- After spending a majority of the campaign season at the bottom of the polls, Rick Santorum is seeing a last-minute rise in Iowa just days before the Republican caucuses, according to a CNN survey released Wednesday.

The poll of registered Republicans in Iowa shows Mitt Romney leading with 25 percent, Ron Paul in second with 22 percent and Santorum in third with 16 percent, his largest showing yet. Newt Gingrich, who led in the state just a few weeks ago, was fourth with 14 percent. The poll has a margin of error of plus or minus 4 percentage points.

When asked about the new poll numbers during a campaign stop at a furniture store here on Wednesday afternoon, Santorum said he had heard of them yet.

"I feel very, very good about how things are going and it's nice to see that reflected in some of the polls, but we have a lot of work to do. A lot of work," he said when a reporter informed him of his new standing in the state.

Keating Holland, the polling director for CNN, says most of Santorum's support comes from religious conservatives:

"Most of Santorum's gains have come among likely caucus participants who are born-again or evangelical, and he now tops the list among that crucial voting bloc, with support from 22 percent of born-agains compared to 18 percent for Paul, 16 percent for Romney, and 14 percent for Gingrich."

NEW YORK -- After a disastrous holiday shopping season, the parent company of Sears and Kmart will close at least 100 stores to raise cash -- a move that sparked speculation about whether the 125-year-old retailer can avoid a death spiral fed by declining sales and deteriorating stores.

Sears Holdings Corp., a pillar of American retailing that famously began with a mail-order catalog in the 1880s, declared Tuesday that it would no longer prop up "marginally performing" locations. The company pledged to refocus its efforts on stores that make money.

Sears' stock quickly plunged, dropping 27 percent.

Ryan Conger, manager of the Sears store in Union Gap, declined to comment Tuesday on the recent announcement.

But there may be a reason to believe that the Valley Mall anchor is not an underperforming location.

In a column published in the Yakima Herald-Republic in March 2010, the store manager at the time, Troy Larson, said the local store's sales at the time had not fallen compared to drastic sales declines reported by other Sears locations nationwide.

The closings are the latest and most visible move by Eddie Lampert, the hands-on chairman who has struggled to reverse the company's fortunes.

As rivals Walmart and Target Corp. spruced up stores in recent years, Sears Holdings struggled with falling sales and perceptions of dowdy merchandise.

Some analysts wondered if it was already too late, questioning whether the retailer can afford to upgrade stores as it burns through its cash reserves.

The sales weakness "begins and some would argue ends with Sears' reluctance to invest in stores and service," Credit Suisse analyst Gary Balter wrote in a note to clients.

"There's no reason to go to Sears," added New York-based independent retail analyst Brian Sozzi. "It offers a depressing shopping experience and uncompetitive prices."

Sears and Kmart were both retail pioneers. Sears' catalog and department stores were fixtures of American life stretching back to the 19th century before being hurt in recent years by competition from steep discounters and by missteps that included forays into financial services and the decision to sell off a lucrative credit card business.

Kmart helped create the discount-store format that Wal-Mart Stores Inc. came to dominate.

Some customers complained that they have a hard time connecting with the Kmart and Sears of today.

Preschool teacher Sara Kriz, picking up hair conditioner at a Kmart on Tuesday in Manhattan, said she used to shop at Kmart often but now goes there only once every few months: "Only when I have to," she said.

"It seems easier to go to Target and Walmart to get the same thing at the same price," Kriz added. "The stores are cleaner and they're better stocked."

Sears Holdings has watched its cash and short-term investments plummet by nearly half since Jan. 31, from about $1.3 billion to about $700 million.

The projected closings represent only about 3 percent of Sears Holdings' U.S. stores. And the company has actually added stores since the Sears-Kmart merger in 2005. It has about 3,560 stores in the U.S., up from 3,500 right after the merger, thanks to the addition of more small stores.

But the company hinted that more closings could be on the horizon as it focuses on honing the better-performing stores.

The store closings were expected to generate $140 million to $170 million in cash as the company sells down their inventory. Selling or subleasing the properties could generate more money.

Spokesman Chris Brathwaite said the company had not determined which stores would close or how many jobs might be cut. He disputed speculation that the company will have problems surviving, noting it still has $2.9 billion available under its credit lines.

"While our operating performance has not met our expectations, we have significant assets," including inventory, real estate and proprietary brands like Kenmore and Craftsman, Brathwaite said.

Still, the company's announcements were grim. In addition to the closings, it announced that revenue at stores open at least a year fell 5.2 percent for the eight weeks ended Dec. 25, a crucial time because of the holiday shopping season.

Kmart's layaway program, meant to help cash-strapped customers buy presents by paying for them a little at a time, faltered as Walmart and Toy R Us introduced or expanded competing programs. Sears stores reported softer sales of home appliances, usually a strength.

The company predicted that fourth-quarter adjusted earnings will be less than half the $933 million reported for the same quarter last year. It also expects a non-cash charge of $1.6 billion to $1.8 billion in the quarter to write off the value of carried-over tax deductions it now doesn't expect to be profitable enough to use.

What to shop for in the post-Christmas sales

Catch a breather while you can -- the after-Christmas sales are coming.

Bargain hunters will find some great discounts in the days after Christmas. It won?t be hard to find sale signs boasting markdowns of 70 percent or more. But don?t expect retailers to slash the price of everything in the store, just the things they need to get out the door.

Dealnews.com, a popular website that tracks retail prices, compared last year?s after-Christmas deals to this year?s Black Friday sales and found that post-Christmas sales in 2010 were ?notably less exceptional? in terms of top offerings. In other words, while the prices will be good, they won?t always be great.

?You?ll see some of the best sales of the year on apparel,? says Dan de Grandpre, founder and CEO of Dealnews. ?Merchants want to clear out their winter merchandise to make room for the new spring items.?

The focus this year, de Grandpre says, will be on brick-and-mortar stores, not online sales. Many retailers, he says, will use their websites to drive shoppers to their stores.

?Sometimes it will be a coupon that you print and take to the store,? de Grandpre says. ?Other times it will be another discount on top of the lowest prices available at the store.?

For example, last year on Dec. 26 Gap gave an extra 50 percent off all sale items in the store until noon. Some of the items were already marked down 50 or 60 percent.

Video games also go on sale right after Christmas, even the most recent titles.

?Some of the video game prices we saw last year right after Christmas were the best prices all year, and we?re expecting that again this year,? de Grandpre says.

Is there anything you should avoid buying? You might want to wait on electronics. Dealnews says the markdowns on electronics tend to be so-so right after Christmas. Closeout prices on TVs, laptops and GPS units usually hit early in the new year.

You can also expect another round of clothing sales in January. That?s when you?ll find the biggest discounts on winter apparel.

ConsumerMan Tip: As always, it?s the final price -- not the ?percentage off? -- that matters. Take the time to use a price shopping website to find out if that sale price is really as good as it seems.

Storm halts trains, cruise ships in Sweden, Norway (AP)

STOCKHOLM ? Authorities and local media say a storm sweeping across Norway and northern Sweden has disrupted train traffic and brought cruise ships on the famous Hurtigruten route to a standstill.

The Swedish Meteorological and Hydrological Institute issued a class 2 warning for northern Sweden on Sunday, its second highest level. As a result, Swedish traffic authorities have canceled all train traffic in the area between Sunday evening and Monday morning.

Norwegian news agency NTB reported the storm also has forced two ships on the scenic Hurtigruten route to a standstill in Trondheim. It said around 400 passengers were stranded in the town in central Norway.

McCoy, Browns still dazed by Harrison hit (AP)

BEREA, Ohio ? Browns linebacker D'Qwell Jackson doesn't expect Pittsburgh's James Harrison to suddenly get soft ? or stop bending the rules.

Although Harrison had to sit out one game for his illegal helmet-to-helmet hit on Cleveland quarterback Colt McCoy, who is still bothered by concussion symptoms two weeks after the head-jarring shot, Jackson believes the Steelers' heat-seeking linebacker will continue to level anyone in his path.

"Harrison is who he is and whether you fine him, you suspend him, he's not going to change," Jackson said Thursday. "That's up to the commissioner to handle it the best way he knows how."

Jackson's comments came one day after an unapologetic Harrison defended his head shot on McCoy, who has not been medically cleared to practice and will miss his second straight game Saturday in Baltimore. Harrison also said the NFL should punish the Browns for allowing McCoy to return to the game so quickly.

Jackson was stunned by Harrison's comments.

"I didn't hear that. Oh, goodness," Jackson said. "It doesn't surprise me coming from Harrison. He's one of the guys that he's going to live and die by the way he plays. I don't know what to say to it really. You hate to see guys get injured when you hit `em. I know it's a physical game, a fast, contact game. When a guy gets hurt, all bets are off. You want that guy to be OK. For him to say something like that, I got no comment for it. I'm going to leave that one alone."

McCoy, the Browns and the NFL, for that matter, are still shaking off the effects from Harrison's hit.

On Wednesday, the league announced a new policy that will require teams to have a certified athletic trainer in the press box to monitor play and help medical staffs evaluate injured players. The change was prompted by the Browns' treatment of McCoy, who was not checked for a concussion during the game and was sent back in after sitting out just two plays.

The in-game policy shift preceded former Browns running back Jamal Lewis and other retired players suing the league over brain injuries they claim have left them struggling with medical problems years after their playing days ended.

Browns coach Pat Shurmur has spent most of the past two weeks addressing McCoy's touchy situation. The second-year QB has been coming to work every day, getting checked by Cleveland's doctors and participating in team meetings before being sent home.

Shurmur was asked if the 25-year-old has been advised not to play again this season.

"Not to my knowledge, no," Shurmur said. "He's like any player who is fighting back from injury."

If McCoy is cleared to play in Cleveland's season finale, he'll be facing Harrison and the Steelers, who will visit the Browns on Jan. 1.

Last season, after Harrison knocked out Browns wide receivers Mohamed Massaquoi and Josh Cribbs with concussions, Cleveland center Alex Mack accused the linebacker of "being cheap, being dirty." Mack wouldn't go that far after Harrison's hit on McCoy, and even said Harrison had cleaned up his game.

"He's improved," Mack said. "We really weren't watching for it. I didn't know it happened in the game, so it wasn't apparent to me that anything malicious was going on."

Mack, though, said Harrison's aggressiveness is pushing the boundaries of legality. When Harrison was suspended, the league said it was because he has had five illegal hits to quarterbacks in the past three years.

Mack believed Harrison could have avoided hitting McCoy so high.

"I'd say he's playing on the very edge of the rules," he said. "You don't have to use your head. You could shove him really hard in the chest and get the job done the same way. But there's something to be said about affecting the quarterback."

Shurmur would not comment on Harrison's claim the Browns should be disciplined for their handling of McCoy's concussion. The first-year coach was also asked if he was troubled that Harrison did not seem to be getting the message that his hits won't be tolerated.

"He plays for the Steelers, I would probably comment if it were a Browns player," Shurmur said. "You see and hear a lot of things and I think it's important that we all play hard, we play physical and we try to teach our guys to play hard, play physical and play by the rules.

"At times, we're all being educated as to what the rules are. The underlying deal is safety and we've gone through that here the last couple weeks. As coaches, we are all for players' safety."

Notes: The Browns placed safety T.J. Ward on injured reserve with a sprained foot. Ward started eight games in his second NFL season. He was injured on Dec. 6 at Houston and the team was confident he would get back. Shurmur said Ward, who had 38 tackles, will not need surgery. ... CB Joe Haden (thigh) and WR Massaquoi (foot) returned to practice and are expected to play against the Ravens. ... WR Jordan Norwood will also miss Saturday's game with a concussion sustained last week in Arizona. WR Rod Windsor was signed off the practice squad.

Users can access information about NBC?s entire lineup, including video highlights and clips, photo galleries, interactive games and a complete nightly schedule. Those with an NBC.com account can also add their favorite programs to a custom myNBC section for further personalization.

The best feature of NBC by far is the availability of full episodes of your favorite (and some not so favorite) NBC shows. You?ll need to watch a brief ad before you can view, but the load times of my test episodes were quick. Sound quality was good, too. Video quality varies ? it?ll be best on a steady Wi-Fi connection, obviously ? but it still functioned adequately on my iPhone 4, even with a weak 3G signal.

I ran into a few glitches, including freezing and some ghosting while I scrolled through the show options, but a hard restart of the app solved both issues.

I?m glad to see NBC branching out from iPad with its free episode capabilities ? ABC et al. should take note.

Frankincense trees' bleak future

Frankincense - a traditional staple of the Christmas story - faces an uncertain future, according to researchers.

Ecologists have warned that the production of the fragrant resin could decline by half over the next 15 years.

The festive fragrance is produced by tapping the gum of trees in the Boswellia genus.

The findings, based on a study carried out in Ethiopia, have been published in the Journal of Applied Ecology.

"There are several reasons why [the tree species Boswellia papyifera] it is under threat," explained co-author Frans Bongers, an ecologist at Wageningen University in the Netherlands.

"The forests that remain are declining because the old individuals are dying continuously, and there there no new individuals coming into the system. That means that the forests are running out of trees."

"In places like Oman and Yemen, it is being cut down systematically. Now, in Ethiopia, it is being cut down as land is being turned over to agriculture."

The small trees, which generally reach a height of no more than 5m (16ft), grow in steep, rocky habitats, providing cover for other plant species.

Each year, up to about 3kg of resin can be tapped from an individual tree. After about five years of tapping, management techniques suggest that the tree should be rested for a similar period in order to maximise future yields.

The genus Boswellia, overall, is generally classified as Vulnerable as a result of habitat fragmentation and poor levels of rejuvenation, explained Prof Bongers.

"If the tree germinates, then there is a small plant coming out of the ground, but then in the next dry season it goes down again because it is too dry," he told BBC News.

Frankincense is tapped extensively wherever the Boswellia trees grow. Its high value comes mainly from the fact that it is used extensively in religious rituals, particularly in the Islamic and Christian religions [and, historically, in Hebrew rituals].

The species focused on in this study, Boswellia papyrifera, grows in African drylands. It grows in arid areas so any small, deleterious change could have quite devastating effects on the regeneration of the trees.

In this case, it appears to be either fire or over-grazing, but with the general pressures of people and trees depending on the same land, trees tend to lose.

If these trees did disappear, it would be a great loss to the local people who tap the trees to sell the resin and to the ecosystem it grows in.

"Then in the wet season it comes up again. Yet in the next dry season it goes down again. That happens for a number of years, and we don't know how many years this happens - we know that it is at least six years.

"But it may be 10 years and we do not know what triggers what makes it come up above ground forever - maybe it is some sort of reserve, some sort of starch in the soil or root system.

"We are measuring this but we do not have real data, so it is complicated to manage the seedlings."

Prof Bongers added that the encroachment of more opportunistic tree species was also affecting the long-term survival of the frankincense forests.

"In the landscape, this tree has been the dominant species. That is why we can call it a frankincense forest, just like we can refer to beech woodlands in the UK," he said.

"In these woodlands, 80% of the individuals are frankincense trees. Yet some areas at the verges of the distribution of the species, there are other species coming in.

"What we are seeing at the verges of the populations we are following is that that the frankincense trees are phasing out and other species are coming in.

"All the young individuals in the forests are from other species, such as Acacia. We just see the forests running out of frankincense - other species are taking over."

'Alarming' decline

The study examined 13 two-hectare plots, which involve monitoring more than 6,000 trees and collecting more than 20,000 measurements.

Using this data, the team modelled the fate of the species, and found the current levels of frankincense production is set to halve in the next 15 years.

"Current management of Boswellia populations is clearly unsustainable," Prof Bongers warned.

"Our models show that within 50 years, populations of Boswellia will be decimated, and the declining populations mean frankincense production is doomed. This is a rather alarming message for the incense industry and conservation organisations."

He added that tapping the trees for the valued resin was unlikely to be the main cause of the decline. Instead, there were a number of other things affecting the long-term future of the trees.

"Frankincense extraction is unlikely to be the main cause of population decline, which is likely to be caused by burning, grazing and attack by the long-horn beetle, which lays its eggs under the bark of the tree.

In the areas they studied, the team found that older trees in the population were not being replaced because few Boswellia seedlings survived to become saplings.

"The number of fires and intensity of grazing in our study area has increased over recent decades as a result of a large increase in the number of cattle, and this could be why seedlings fail to grow into saplings. At the same time, a large proportion of trees we studied died after being attacked by the long-horn beetle," Prof Bongers observed.

In order to ensure future rejuvenation, he suggested that areas should be set aside for up to a decade so young Boswellia trees could become established.

Fusion Garage's website goes dark -- has it bitten the dust? (update: it's back?)

Perhaps it's the comeback that wasn't meant to be -- Fusion Garage has apparently silenced its radios for over a week on Twitter, and more than a month on Facebook. Potentially worse, its website is now unreachable, displaying only a "Database connection error." Although its Grid10 tablet was set for a delayed October 1st release, some folks over at The JooJoo Forum and on Fusion Garage's Facebook page are reporting that they've yet to receive their tabs, weeks after placing orders.

We've fielded more than a few concerned tips saying the same, and sadly, that's just the tip of this iceberg, as there's also been mention of slow correspondence from the company, with wishy-washy responses about what's going on. One forum poster mentions eventually hearing back from its public relations agency -- this after contacting FG for order details -- with an indication that a refund is on the way.

We've reached out for an official comment but received nothing but silence. That said, we're hearing we aren't the only ones having a hard time getting in contact with Fusion Garage's executives, leaving us with a sinking suspicion that there will be no third go 'round for the house that Chandra built. Ordered a Grid10 yourself, or still waiting on your free JooJoo replacement? Let us know about your experience in the comments below.

Update: We have a comment from Fusion Garage's PR agency:
Unfortunately, none of our efforts have resulted in any communication from the company to the customers. Given all of this, we don't have any other choice but to cease working with FG effective tomorrow.

Update 9:50AM ET (12/18): Thanks to Josh in the comments who has noticed that Fusion Garage's website is live again, albeit barely breathing. It's devoid of anything other than scattered pictures and text, and notably, its "Store" is all but unreachable. Rest assured, we'll let you know if we hear any new developments from the parties involved.

First, RIM co-CEO Jim Balsillie has just announced that he and partner Mike Lazaridis will be cutting their annual salaries down to $1. According to Forbes, both men currently receive $1,175,664 per year. While they don't appear to receive annual bonuses, they both receive restricted stock awards, although the terms under which those stocks can vest are unknown.

The role of social structure in animal communication is hotly debated. Non-human primates seem to be born with a range of calls and sounds which is dependent upon their species. But overlying this there seems to be some flexibility - you can tell where a gibbon lives by its accent. New research published in Biomed Central's open access journal BMC Evolutionary Biology used Campbell's monkeys to look in detail at the nature versus nurture question and showed that non-human primate 'language', like humans, is learnt.

Researchers studied free-living Campbell's monkeys (Cercopithecus campbelli campbelli) from the Ta? National Park, Ivory Coast. They observed social interactions (time spent grooming) and recorded 'contact calls' made while the females were travelling, foraging or resting. Genetic similarity (family relationships) was determined by microsatellite analysis of DNA isolated from droppings. These monkeys have lived close to the Ta? Monkey Project Research Station for more than 10 years so their social structure and family groups are well known. Groups consisted of one male, four or six females, along with their offspring.

Dr Alban Lemasson who led the multi centre team explained, "Each female has its own distinctive vocalisation but they appear to pick up habits from each other. Similarities between 'contact calls' were dependent on the length of time adult females spent grooming each other (and who their grooming partner was) rather than genetic relatedness. This means that while the general call repertoire of non-human primates is dependent on genetic factors, the fine structure within this is influenced by the company they kept. This behaviour also fits with the theory that human speech has evolved gradually from ancestral primate vocalisations and social patterns."

Chart explains the 2011 payroll tax cut

(AP) ? Democrats may jettison their demand for higher taxes on millionaires as part of legislation to extend Social Security tax cuts for most Americans, officials said Wednesday as President Barack Obama and Congress struggled to clear critical year-end bills without triggering a partial government shutdown.

Republicans, too, signaled an eagerness to avoid gridlock and adjourn for the holidays. With a massive, $1 trillion funding bill blocked by Democrats, GOP lawmakers and aides floated the possibility of a backup measure to keep the government in operation for several days after the money runs out Friday night.

It all comes at the close of a year of divided government ? with a tea party-flavored majority in the House and Obama's allies in the Senate ? that has veered from near- catastrophe to last-minute compromise repeatedly since last January.

The rhetoric Wednesday was biting at times.

"We have fiddled all year long, all year," the Republican leader, Sen. Mitch McConnell of Kentucky, complained in a less-than-harmonious exchange on the Senate floor with Majority Leader Harry Reid. McConnell accused Democrats of "routinely setting up votes designed to divide us ... to give the president a talking point out on the campaign trail."

Reid shot back that McConnell had long ago declared Obama's defeat to be his top priority. And he warned that unless Republicans show a willingness to bend, the country faces a government shutdown "that will be just as unpopular" as the two that occurred when Newt Gingrich was House speaker more than a decade ago.

It was a reminder ? as if McConnell and current Speaker John Boehner of Ohio needed one ? of the political debacle that ensued for Republicans when Gingrich was outmaneuvered in a showdown with former President Bill Clinton.

At issue now are three year-end bills that Obama and leaders in both parties in Congress say they want. One would extend expiring Social Security payroll tax cuts and benefits for the long-term unemployed, provisions at the heart of Obama's jobs program. Another is the $1 trillion spending measure that would lock in cuts that Republicans won earlier in the year. The third measure is a $662 billion defense bill setting policy for military personnel, weapons systems and the wars in Iraq and Afghanistan, plus national security programs in the Energy Department.

After a two-day silence, the White House said Obama would sign the measure despite initial concern over a provision requiring the military to take custody of any suspect deemed to be a member of al-Qaida or its affiliates and involved in plotting or committing attacks on the United States. U.S. citizens would be exempt.

Reid and other top Democratic senators met with Obama at the White House at mid-afternoon, and congressional aides said the topic was the end-of-year legislation.

Democrats have made the proposed millionaires' tax central to their plan for the payroll tax cut extension, and officials stressed no decision had been made on whether to drop it. They spoke on condition of anonymity to talk about legislative strategy.

Any such move would represent a concession to the Republicans in both houses who are opposed to the surtax. But it could also require Democrats to agree to politically painful savings elsewhere in the budget to replace the estimated $140 billion the tax would have raised over a decade.

In its most recent form, the surtax would have slapped a 1.9 percent tax on income in excess of $1 million, with the proceeds helping pay for the extension of tax cuts for 160 million workers. Senate Democrats have twice forced votes on the proposal in what officials have described as a political maneuver designed to force GOP lawmakers to choose between protecting the wealthy on the one hand and extending tax cuts for millions on the other.

Wednesday's maneuvering occurred the day after the House passed a payroll tax extension that contained no higher taxes. That House measure drew a veto threat from Obama that cited spending cuts the White House said would harm the middle class without requiring a sacrifice from the wealthy.

The bill would repeal nearly $43 billion from the year-old health care bill; extend a pay freeze on federal retirees while also increasing their pension contributions; and raise Medicare premiums on seniors with incomes over $80,000 beginning in 2017. It also would raise a fee that is charged to banks whose mortgages are guaranteed by Fannie Mae and Freddie Mac.

Obama's veto message also alluded to a requirement for the construction of an oil pipeline from Canada to Texas that Republicans said would create 20,000 jobs. The provision is designed to force the administration's hand, since Obama announced recently that despite three years of review under two administrations, he was putting off a decision until after the election.

The measure would permit Obama to block the Keystone XL project if he deemed its construction to be not in the national interest.

The House-passed bill also includes an extension of unemployment benefits that would scale back what is currently in place. The White House said 3.3 million people would be cut off under its terms. Another part of the bill, to block proposed regulations limiting toxic emissions from industrial incinerators, drew objections from the White House.

The legislation would avert a threatened 27 percent cut in payments to doctors who treat Medicare patients, and Obama and Democrats are willing to accept that.

Oh, how we love the demands of celebrities, especially when they're spelled out in their backstage riders. As far as these things go, the Smoking Gun's newly obtained rider for singer Adele actually isn't that bad. She asks for people receiving comped tickets to donate a minimum of $20 for charity upon pickup, and this is non-negotiable. ?There will be no exception to this rule,? according to the document. The cash that comes from donations is earmarked for UK-based charity Sands, which aims to support "anyone affected by the death of a baby and promoting research to reduce the loss of babies? lives.?

But, for as charitable as Adele may be, there's one area where she's not to be messed with: beer.
