Joe Klein: President Obama Aims Low, Misses Greatness

Barack Obama, liberated from the thrall of electoral politics, has now given us two major speeches to set the style and substance of his second term. Both were powerful; both had moments of high passion, a quality the President kept in mothballs for most of his first term. But neither was daring; neither pointed a way past the rutted politics of the moment. They assumed the status quo. They paved the way to past arguments.

Every State of the Union has a laundry list of proposals. Obama's mostly pushed familiar moderate-liberal buttons. The one exception was in education. The President redressed a long-standing imbalance by emphasizing practical education in addition to academic achievement. His proposed high school reform would no longer push every student toward a four-year bachelor's degree. It would add a system comparable to the one that has served Germany so well, wherein schools and businesses partner to create jobs for skilled workers.

The rest was not much. The President added little that was new or meaningful about job creation. He had nothing to say about how to make health care better, not simply less expensive. He proposed soaking the rich to pay for Medicare, which isn't a bad thing; it's just entirely inadequate for creating a humane information-age health care system. He did not put economic growth and deficit reduction in proper perspective: growth is far more important than deficits in the short term; deficits are a long-term problem that we can start to address now with more-effective programs rather than just a chopping block.

His views of spending and budgeting were depressingly conventional. All his programs would be "paid for," a perfunctory yet totally unconvincing expression of prudence. Why should they be? Why shouldn't government view capital investments--in education and infrastructure, as opposed to entitlements--as a necessary requirement for long-term growth, like private enterprise does? Why not separate capital investments from operating budgets, as most cities and states do? Better still, why not start a major conversation about the creaking, anachronistic bureaucracies that dominate government now?

For example: the dreadful Department of Veterans Affairs. Should veterans in the 21st century enter the system by filling out forms that, all too often, get lost, or molder in piles, or are sent to dreary, careless case workers--or should they customize their services through a smart phone, a device far more user-friendly to the generation coming home than incomprehensible paper? (There is at least one such app on the horizon.) Same for the government job-training bureaucracy: Why not another app, one that lists the programs available to unemployed workers and their success rates? Why is this President locked into a model of government that is as current as a rotary-dial phone?

Google Hits Back at BT With Patent Suits

Google has hit back at British Telecom (BT) more than a year after the company sued Google for infringing on its patents with Android.

The search giant this week filed suit against BT in California and a U.K. court, arguing that BT is infringing on Google patents.

"We have always seen litigation as a last resort, and we work hard to avoid lawsuits," a Google spokeswoman said. "But BT has brought several meritless patent claims against Google and our customers - and they've also been arming patent trolls. When faced with these kind of actions, we will defend ourselves."

One of those patent trolls is Suffolk Technologies, which sued Google (and AOL) in 2012 using patents it acquired from BT.

Google's California suit, filed yesterday, focuses on four patents that cover a "method and apparatus for reserving system resources to assure quality of service," as well as a "gateway for Internet telephony" and a "system and method for connection capacity reassignment in a multi-tier data processing network system."

BT is infringing on those patents with its QoS as well as OneVoice/UCC services, according to Google's suit.

Google is seeking damages, costs, and expenses, including attorneys' fees.

BT's suit, meanwhile, covers a variety of Google services, including Google Maps, Google+, Google Music, and more. "BT brings this action to recover the just compensation it is owed and to prevent Google from continuing to benefit from BT's inventions without authorization," BT said in its suit, filed in Dec. 2011 in a Delaware district court.

State of the Union address a bevy of optimistic promises

President Barack Obama delivered his State of the Union address on Tuesday, laying out his plans and perspectives for the future of the country.

From the looming sequestration and debt reduction to the importance of continued investments in education, Obama portrayed a demeanor that suggested the nation has been improving in recent years and will move forward.

But one point Obama made stood out ? bipartisan
arguing is a hindrance in the way of America?s growth. Quoting John F. Kennedy, he said, ?The constitution makes us not rivals for power but partners for progress.?

As he addressed the issues the country faces, it was clear it was in no way indicative of what will actually pass through a politically-charged, divisive legislature.

The looming sequestration and the debate over plans to reduce the deficit have been pushed off for far too long, and the never-ending debate just leads to further disputes and gridlock over the tax code.

Though Obama announced that to see growth of the middle class ?citizens must have access to the education and training that today?s jobs require,? it is likely that everything except defense will see budget cuts, when no one can agree on a deficit plan.

On the issue of immigration, Obama said, ?leaders from the business, labor, law enforcement and faith communities all agree that the time has come to pass comprehensive immigration reform.?

He may actually be on to something, as Republican
lawmakers are trying to change public perception of their party when it comes to immigration so they can
better attract Latinos to vote for them. ?

Of all of the hope-inspiring rhetoric that Obama uttered to the nation on Tuesday one thing stood out even more.

?The American people don?t expect government to solve every problem,? Obama said. ?They don?t expect those of us in this chamber to agree on every issue. But they do expect us to put the nation?s interests before party.?

It is true we expect the government to put the nation?s interests before party, but ? if the last session of congress was any indicator ? we also know that it would be foolish to expect that it will be done.

"[M]uch of our new-found energy is drawn from lands and waters that we, the public, own together," Mr. Obama said. "So tonight, I propose we use some of our oil and gas revenues to fund an energy security trust that will drive new research and technology to shift our cars and trucks off oil for good."

Obama's proposal is sure to please environmentalists and clean-energy advocates.

?The oil boom has created a unique opportunity to have our cake and eat it too."?Robbie Diamond, president and CEO of Securing America?s Future Energy (SAFE) said in a statement responding to the speech.?"We can use part of the revenue generated from expanded oil production to fund the research and development of the alternative fuels and vehicles required to end America?s oil dependence."

Skin cancer survivor set for London Marathon challenge

A skin cancer survivor is hoping to give something back to those who helped him by running the London Marathon in aid of the British Skin Foundation.

Liam Smith, of Broomfield Street, Poplar, was diagnosed with the disease at just 19, but has gone on to make a full recovery.

Now he wants to repay the help provided by the British Skin Foundation by raising ?700 for the organisation and running the marathon.

The 28-year-old said: ?I received fantastic care and support at the time and now I am fit and healthy again I thought this could be a way of giving something back.?

?By running the London Marathon, I am able to raise money for further research into life-saving treatments for future sufferers.?

The 26.2 mile race will be held on Sunday, April 21.
